每當台灣經歷重大風災,受災區會有許多復健建設需要進行,當建設經費超過地方政府能力,依照「中央對各級地方政府重大天然災害救災經費處理辦法」地方政府可以透過「災後復建工程經費審議及執行資訊系統」向中央政府申請經費,而中央政府再依照「公共設施災後復建工程經費審議及執行作業要點」審核其申請。
在收到各地的申請後,公共工程委員必須在兩個禮拜完成所有申請的審核,在無法每件申請都實地看勘的情況下,公共工程委員會會把本次事件的復建申請狀況與類似風災的歷史資料做比對,找出資料異常的部分並特別加強探勘該區域。過去這樣的工作大多仰賴資深承辦人的經驗,因此我們希望能建立一系統,讓使用者可以直觀、快速地篩選出異常的地方並加強探勘。
本系統有三個主要的介面。其一是以地圖的方式呈現該次風災事件與其他相似的風災事件之間的比較,並以不同的顏色凸顯本次事件結果高於或低於平均,可以快速辨別地域上的復建申請差異,另一則是以圖表的方式顯示某一地區在不同風災中的申報總金額及其組成工程項目、以及歷年來總金額的消長狀況。最後一個介面便直接顯示詳細的申請狀況。

After typhoon walks through Taiwan, damages and ruins are left here waiting to be rebuilt. If the reconstruction funds are beyond local government's ability, the local government can ask for supporting funds from the central government, which Public Construction Commission (PCC), Executive Yuan is in charge of checking all the applications.
After receiving all the applications, PCC must finish all their checking within 2 weeks. However, there are so many applications that PCC does not have enough time or human resource to do the field exploration for every application. In this situation, all that PCC will do is to compare to the historical data of similar typhoon, find the abnormal part, then start their field exploration. So far, this work relied on the experience of senior officers, and some mistakes might happen unintentionally. So we hope that we can build a system that can provide an objective result for the user to find out abnormal places. As a result, we will be able to reduce the waste of human resources and also not increase the burden of work.
